THE FIRST EXPERIENCE OF ETC USAGE IN THE SILESIAN REGION

Abstract


Silesian industrial region is one of the most developed areas of Poland. Here are concentrated the main power of the coal, metallurgy, machinery, car-building and other industries. Obviously, the transport problems for the region are key issues, since delivery of raw material and finished products is carried from the region to many European countries. Beginning from 1 July 2011 in Poland step by step the system of electronic record-keeping for the payment of the transport tax is entered. For this purpose, the vignette system is replaced with the ETC (Electronic toll collection) system and, in particular, with the viaTOLL.
The questions related to problems of implementation of this system are considered. The stages of its implementation are studied. Silesian region in the matter of implementation of this system is leading in Poland, so here it is already possible to evaluate its strengths and weaknesses. The impact of tax policy on the environment is considered. On the example of a specific transport company discusses feasibility of updating of park cars. The comparison with experience of Germany and the Benelux countries is carried out.
